Research indicates that while more than 80% of youth in foster care express a desire to attend college, only 2-9% actually earn a bachelor's degree. In response, the Texas Education Code was updated in 2015 to require public colleges and universities in Texas to designate a foster care liaison. These liaisons play a vital role in connecting students with campus resources, support services and community programs to help them achieve their academic goals and successfully complete their degrees.

To encourage foster youth currently or formerly under the conservatorship of the DFPS and those adopted from DFPS to pursue a higher education in Texas, this program provides eligible students with free tuition at state-supported colleges or universities. FOSTER CARE TUITION EXEMPTION FACT SHEETSubmit your State College Tuition Waiver to the Kilgore College Financial Aid Office. The Scholarship Specialist will process your waiver and apply the funds to your account. You can contact the Financial Aid Office at finaid@kilgore.edu or 903-983-8211.
Verify that the funds from your State College Tuition Waiver have been applied to your account by logging in to accesskcaid.kilgore.edu.
