STUDENTS WITH UNIQUE OR SPECIAL CIRCUMSTANCES

On July 31, 2018, the U.S. President signed the Texas State Plan for the Strengthening Career and Technical Education for the 21st Century Act (Perkins V or Act) into law, reauthorizing and updating the Carl D. Perkins Career and Technical Education Act of 2006. The new law went into effect on July 1, 2019. Perkins V continues the long-time federal commitment to Career Technical Education (CTE) by providing funding for CTE programs and focusing on improving the academic and technical achievement of CTE students, strengthening the connections between secondary and postsecondary education, and improving accountability.

The Perkins V Basic Grants help to advance the four broad goals of the Texas Higher Education Coordinating Board’s 60x30TX Higher Education Plan:

  1. by 2030, at least 60% of Texans ages 25-34 will have a certificate or degree;
  2. by 2030, at least 550,000 students will complete a certificate, associate, bachelor’s, or master’s from an institution of higher education in Texas per year;
  3. by 2030, all graduates from Texas public institutions of higher education will have completed programs with identified marketable skills
  4. and by 2030, undergraduate student loan debt will not exceed 60% of first-year ways for graduates of Texas public institutions.
